Chapter One: Introduction

1.1 Background of the Study

Agriculture remains a vital sector for economic growth and rural development in Nigeria, where a large proportion of the population depends on farming for their livelihoods. In Kaltungo South Local Government Area (LGA) of Gombe State, agriculture is central to the local economy, with the majority of the population engaged in crop farming and animal husbandry. The local government plays a crucial role in supporting agricultural productivity through policies, initiatives, and services that aim to increase farmers' access to resources, improve farming techniques, and boost production. These initiatives typically include agricultural extension services, provision of inputs such as seeds and fertilizers, and support for market access and rural infrastructure. Despite these efforts, challenges such as inadequate access to credit, insufficient extension services, and poor market infrastructure continue to limit the agricultural potential of the region (Mohammed & Sani, 2024). This study seeks to examine the role of the local government in enhancing agricultural productivity in Kaltungo South LGA, assessing both the successes and limitations of these interventions (Gambo & Bello, 2025).

1.2 Statement of the Problem

Local government efforts to enhance agricultural productivity in Kaltungo South LGA have had mixed results. While some programs have contributed to improved yields and income for farmers, many challenges remain. These include inadequate funding for agricultural initiatives, limited access to modern farming techniques, and weak coordination with other stakeholders in the agricultural sector. Furthermore, the impact of these local government interventions has been uneven across different farming communities, with some areas benefiting more than others. This study aims to evaluate the effectiveness of local government interventions in boosting agricultural productivity in Kaltungo South LGA and identify the barriers hindering their success.

1.3 Objectives of the Study

  1. To assess the effectiveness of local government agricultural policies in enhancing productivity in Kaltungo South LGA.

  2. To evaluate the role of local government in providing agricultural support services to farmers in Kaltungo South LGA.

  3. To identify the challenges faced by farmers in Kaltungo South LGA in benefiting from local government agricultural initiatives.

1.4 Research Questions

  1. How effective have local government agricultural policies been in enhancing agricultural productivity in Kaltungo South LGA?

  2. What role does the local government play in providing support services to farmers in Kaltungo South LGA?

  3. What are the challenges faced by farmers in Kaltungo South LGA in accessing and benefiting from local government agricultural interventions?

1.5 Research Hypothesis

  1. Local government agricultural policies have a positive impact on agricultural productivity in Kaltungo South LGA.

  2. Local government agricultural support services significantly enhance the productivity and income of farmers in Kaltungo South LGA.

  3. Farmers in Kaltungo South LGA face significant barriers to accessing local government agricultural support services.

1.6 Significance of the Study

This study is significant as it will contribute to the understanding of how local government interventions can effectively enhance agricultural productivity in rural areas. By identifying the successes and limitations of current initiatives, the study will provide recommendations for improving agricultural policies and services that can lead to sustainable increases in productivity and rural development.

1.7 Scope and Limitations of the Study

The study will focus on evaluating the role of local government interventions in enhancing agricultural productivity in Kaltungo South LGA, Gombe State. The scope includes assessing the effectiveness of agricultural policies, support services, and challenges faced by farmers. Limitations may include data access issues and the difficulty of obtaining responses from farmers due to geographical constraints.

1.8 Operational Definition of Terms

  • Agricultural Productivity: The rate of agricultural output per unit of input, such as land or labor, typically measured by crop yield or livestock production.

  • Agricultural Support Services: Services provided to farmers, including extension services, access to credit, training, and provision of inputs.

  • Local Government: A governmental body responsible for delivering public services and implementing policies at the grassroots level within a specific geographic area.
